QBE appoints Andy Tsui as Head of Underwriting, Corporate for Hong Kong and Macau, and Asia Head of People Risk

Hong Kong, 1 June 2026 — QBE today announced the appointment of Andy Tsui as Head of Underwriting, Corporate for Hong Kong and Macau, and Asia Head of People Risk, effective 1 June 2026. Based in Hong Kong, Mr. Tsui will report to Ms. Lei Yu, Chief Executive Officer of North Asia.

He is expected to hold local underwriting authority across all corporate product lines, and work closely with both the regional Chief Underwriting Officer office and product heads to oversee underwriting performance and operations and strategy.

In his concurrent role as Asia Head of People Risk, Mr. Tsui will shape and execute the firm’s People Risk customer value proposition for Asia. People Risk will be a new integrated approach that combines insurance, risk insights, and advisory, and the offering spans workplace injury management, employee compensation, and health-related exposures.

With over 23 years’ experience in the insurance industry, Mr. Tsui has deep expertise across underwriting, actuarial, portfolio management, and strategic leadership — consistently driving transformation, growth, and operational excellence throughout Asia Pacific.

On the appointment, Ms. Yu commented, “Attracting a leader of Andy’s calibre marks an important step forward for our regional underwriting business. He brings a combination of deep technical knowledge, market instincts, and a genuine passion for building high-performance teams. And in People Risk, Andy will play a key role in supporting Asian enterprises in navigating increasingly complex workforce risks – building resilience, performance and sustainable growth. I am confident that Andy will bring fresh energy to the teams and help us unlock new opportunities all round.”

Mr. Tsui will join Christelle Poh, who was earlier appointed Head of Distribution for QBE Hong Kong and Macau (in April 2026), expanding her responsibilities from managing local agencies and brokers to including international and regional brokers.

“I am delighted to join QBE at such a pivotal time for its Asia growth strategy. The opportunity to lead corporate underwriting for Hong Kong and Macau, while shaping the People Risk proposition across the region, is one I am excited about. I look forward to collaborating with the talented teams at QBE to deepen our market presence, drive innovation, and deliver sustainable value for our clients and partners,” said Mr. Tsui.
